two of jupiter's inner moons have orbital radii within 1km of each other (though I don't know the tilt of their orbit so maybe they never get anywhere near that close)
so it could be two moons of a planet, or just two really small planets. probably wouldn't have much of an atmosphere at that size though
really you should stop caring about realism and just enjoy the pretty pictures
