In the story "Welcome Back Frank" there was a Punisher task force in NYC, but none of the cops supported it or took it seriously because all of the cops liked what Frank did, he killed off all of the scum they were trying to imprison. Frank was killing off all of the gangsters so the cops didn't really get in his was. If he was real I think the govt. would hunt him down only if he made a big spectacle or hurt any innocent people, even if it was accidental. If he was real I don't think a lot of people would object to what he does, I puts criminals were they belong, 6 feet under.
