To say "God made bad" is to hold him responsible for making people do what they did. If such is the case, then yes I suppose you could say it is God's fault, but we would need to know if we ever had a chance to make our own choice to come to such a conclusion.
If the opposite is true, and evil actions came to pass due to machinations outside of God's willful control (Note I use this as a lack of better phrasing for free will), then they are the fault of however committed them and not God, though this again would require us to know if we ever had a chance to decide for ourselves/
So really it boils down to if you believe in free will.
If not, then all the ills in the world are borne of God's decisions
If so, then God is absolved, at least somewhat, if the evils borne from our choices.
