If your downscaling doesn't reduce jaggies in-game at all, you have to tweak down-sampling settings like
A) use the GPU's scaling
B) use the monitor's scaling
I took the time to down-sample your 2560x1440 image to 720p (never downsample by fractions, 1440 downto 720 downto 360 downto 180, etc)
High resolutions truly do result in better images.
1440p > 720p with 2x MSAA, but 720p with 8x MSAA will appear smoother and won't have any jaggies but at the same time won't be able to display as many fine details like text on signs in the distance where 1440p would.
TL;DR
you doing it wrong, dun goofed, get better.
