Even if it were somehow not enough, you can teach anyone who's not a complete fucking retard how to shoot a rifle in under five minutes easily.
Guns aren't complicated or difficult to use, that's the whole point. They equalize force, or at least they would if everyone would stop pretending that after centuries of use they'll just go away if you try to restrict them.
