It's a USAF F-15D flying in an aggressor role (simulating bad guys for air-to-air practice). If you look there's a pilot int he forward cockpit, partially obscured by the windscreen frame.
They're two seat airplanes, but they fly them with the back seat empty to better simulate a single seat enemy threat.
>>6152831As far as the QF-16, you're correct. They're currently retrofitting F-16s to fly unmanned and serve as target drones for the USAF and USN. They'll be replacing the QF-4 Phantoms they're currently using.
