It also borrows the "imperfections" of the different predominant media at that period, i.e. CRT TVs, VHS and cassette tapes and digital media of the time. These are things like RGB shifting, bleed-through, scanlines, static, tracking errors etc.
These are usually achieved by adjustment layers and patterns in Photoshop, or by manipulating the raw data (databending).
Just google for any of those effects and terms and include "photoshop" (or whatever you use) and you should get bunch of tutorials. Try searching for "net art" and "glitch art" too.
