You should be running Linux if you want this level of customization, BTW. Lots of potential there.

But, jokes aside. What's been said so far sounds about right. OP looks like Open Box, which is a desktop (environment) for Linux systems.
I run several systems, including different Linux and windows 10. If you're looking for customization options Linux is far beyond other systems. But if you're actually using popular software windows is best for most, so work with the suggestions above.
Just, windows 8 has the absolute worst native DE in the good damn universe. Refer to this guy

not the guy you're talking to but I much much much much much prefer 10 over 8... like so far I haven't had much of a problem with 10 other than the annoying pop-ups with facebook messages and shit but other than a few small errors (Which are easily disabled) it's seriously not bad... I'd dare say it's better than 7... but that's just my opinion.

On another note... is rain-meter any good? I tried using it once but it was a clusterfuck and I'm wondering if there is anything easier to manage?

OP is using windows.
Using bblean w/bbleanskin using custom buttons. Button in the bottom right is rainmeter or possibly a widget using bbinterface (not sure which).
the same guy also has a similar linux rice (using openbox with..lemonbar? Can't quite remember).
