No. "Meme" doesn't inherently mean disapproval, it just means (often funny) viral idea. We hate W10, that's true, but with the others, we're just laughing WITH them. As I'm sure you know, when you work with a system long enough, you get used to the little issues and learn to laugh, even though you appreciate the system as a whole.
We're sharing and laughing at our shared experiences with operating systems and making wallpapers that reflect that.
