Marxist-Communism (far left) advocates for overthrowing the oppressive capitalist class in a revolution lead by the oppressed working class, and in a broad sense, for the equality of all humans. I can't imagine any actual communists/socialists wearing it unironically in public though, so it's probably just people looking to be edgy.
The swastika, as used by the Nazi party, stood for a racist, fascist (far right), totalitarian regime. In the 1930s, the Nazi party's views stood in opposition of Communism. Wearing it today pretty much tags you as some sort of racist/bigot/etc. It has a greater stigma than the USSR flag.
