I call these "Hacker City". They have this very Mirror's Edge feel to them. A near future city where everyone else is a casual and the 'hero' is a black haired young adult who, if a guy, goes outside only at night on the rooftops or alleyways and, if a girl, stays in her underwear all day playing video games. The hero has excellent skills in hacking and is part of a network of other hackers throughout the city. In these Hacker Cities, the government isn't really that evil. The hero is nocturnal, has a cat and some plants, watches anime, eats ramen and microwave food, and hardly travels, all while keeping that "cool" look. If the hero wasn't "cool", they'd seem like your average neckbeard weeaboo. But the hero wears no fedora. Hacker City has giant structures that dwarf the Burj Khalifa, and are usually in some sort of new, futuristic nation that speaks both Japanese and English. The Hero also has their micro-apartment littered with soft-drink cans and trash, while still looking "cool". The Hero's room has a view of either the stars, or the Hacker City skyline. The Hero's house is on the rooftops. The Hero is always White or Asian. The Hero is a Gamer, Otaku, Reader, Writer, and Fighter. But most of all, the Hero is a Gamer.
I fucking HATE these Hacker Cities but also love them in an ironic way, they're laughable as "Hacker City", and yet they make me want to live in that world!
Same with "Mystical" papes, I could rant about those too.
