When you enable the Classic theme W7 uses GDI+ instead of DWM. GDI+ only does 2D and has no compositing. I don't know how you haven't noticed it.

rainmeter is already bad but having a bunch of unstyled and unnecessary (recycle bin lmao) rainmeter components placed all over the desktop is extra bad
unnecessary dock, maybe you have this to replace the taskbar but you still have the taskbar enabled so...
undecorated windows with the 'Close' button in the corner is unaesthetic
