You'd say that up until the point where suddenly everything is Max's fault it's pretty good but then it devolves into a trivial moral quandary where the game reinforces the notion that you must sacrifice your own happiness to ensure a very much questionable continuity for your community.
You'd say that the game could have been about revenge vs forgiveness, if the tornado was a natural phenomenon as opposed to Max's fault, and it would have made so much more sense based on how the story developed.
