Arch has no default desktop environment or applications. _You_ decide what _you_ want on _your_ system.
There is also Pacman, which is the Arch package manager. It is somewhat powerful, and offers more control over packages and dependencies. A lot of people also like what is called the AUR (Arch User Repo), which is a repository maintained by the Arch community.
