For my taste, ui on your desktop should be minimal and largely confined to one edge of the screen.
Everything should conform to a single design language (though this can include a breadth of styles, as long as they're complementary) and a reasonable colour palette (harsh colours like hot pink should be used very sparingly or not at all).
Wallpapers should be pleasing to look at, but not distracting from foreground applications.
