In the evening and morning this white light has to travel through more of our atmosphere as it comes in from the 'side' (horizon) of the earth instead of directly overhead, which scatters the light more as it has to travel through more particles in the air. Shorter wavelengths are scattered more than longer wavelengths, so the light at sunset appears very red and not blue at all, whereas at noon the color temperature is a lot cooler.
