For sure. I use GIMP for image editing. Really all you need to do is grab a VCR font (easy install) then heavy HSV noise, some basic color balancing (Magenta and yellow for warm color, Cyan and blue for cool colors), and a good dose of Gaussian blur. That's it, really.
