I set up custom folders in W7. It's pretty easy and works well enough. Once set up I can easily add new pictures without too much hazzle by just moving them into the folder. Windows adds them to the rotation automatically.

To be more precise, you command Windows to add the file to the directory, which is itself your rotation pool. "Automatically" isn't a thing.

Then again, I can tell you one drawback of that method. The rotation is random, but the first wallpaper after a switch to a new rotation is always the same.
