Now talking about SO (or distros). I recommend you to look for a basic and simple distro, like elementaryOS, Ubuntu, Debian, Deepin etc.
Now talking about 'aesthetics' (or ricing), you just need to choose a DE (Desktop Envirovment) or WM (Windows Manager). Then just edit the config files, change the colors, fonts, size etc. You are free to change everything, just beware to not change nothing important like grub, boot options.
It's not hard for "rice", i recommend you to "stole" some styles from here. You can use the same wallpaper, same color scheme etc or you can create one for yourself (wich is more difficult).
