Fallout satirizes Cold War era American government and culture, the ridiculousness, the hypocrisy and the dark underbelly of it, but not America itself. The setting is pure Americana and there's so much of it that's a love letter to American culture.
Hell, the last DLC of New Vegas, Lonesome Road is very clearly pro-american spirit. Ulysses basically says that the Divide clearly meant to be the kind of soul of America that the country lost during the War, and there's a great respect for it.
Liberty is fitting for Wild Card since if you do Lonesome Road as a Wild Card Courier, it's implied that you can carry on that "New World" spirit, the spirit of The Divide that was the best of America.
