What do you call a story that takes place in a fictional (not earth) world, but has absolutely no magic/supernatural shit (laws of reality are identical to the laws of our reality)? Does it need magic to be called fantasy?

I think you're trying to differentiate between fantasy and alternate reality. Fantasy universes need to have some aspect that is considered literally fantastic from the perspective of our (the author's/reader's) universe. So dragons and other fantasized creatures imply a fantasy universe.
