Anything "vapour" etc is attached to late 80s/early 90s technology and computer music - sometimes referencing japanese perceptions of western interests and aesthetics.
Chechnya is definitely not in that spectrum - the war in chechnya has no connection to retro technology or aesthetic values, it was a horrific modern conflict which the west, for the best part, ignored.
Bands such as Front 242 and Nitzer ebb experimented (and still do experiment) with inserting 70s/80s/90s retro military imagery into their music videos - but the music is nothing like Vapour music - its heavy and industrial dance music, which suits the subject matter.
