The reason Gondola strikes you right in the feels is because the character is an observer, this is the reason why he doesn't have arms or talks, he's incapable of changing the world he lives in, he's just a passive viewer. This adds to the melancholic mood you should always strive for.

Gondola's an observer, unless he's completely alone you can't put him in a position of power
Also, there can't be relationships between him and other characters, don't make him hold hands (feet?) or have him sit down in a talking position with a date

You shouldn't make your gondolas like you make your spurdos. This is because gondola relies a lot on his background, that's not to say you can't draw it just don't make it look like shit

All gondolas should generally look the same, I'd say always make him naked and brown even if it doesn't suit your atmosphere (unless he's wearing a sort of body gear like space suit)

Gondola is always perceived as happy
In his eyes or body there's no room for any other expression other than happy or neutral. It just feels wrong. OF COURSE, you can make your Gondola look unhappy but it's better to not show it through him, use background and atmosphere instead
