You see, this statue is one of the two lion statues in the main façade of the Spanish Parliament. They were supposed to represent some Greek mithology characters, but in the popular culture they represented Captains Daoíz and Velarde.
These two soldiers led an insurrection in Madrid against the napoleonic troops that had occupied Spain and were trying to expel the Spanish monarchs. Even though this action was futile, for Napoleon's men were much more prepared than the Madrilean popular classes, Daoíz and Velarde led it until they were both killed death, trying to defend their nation.
