When I served in the IDF some officer told us that the round shape of a helmet is easily noticeable against the sharp edges of rocks and the terrain.
Having this cloth thingy on top of distorts the shape of the helmet allowing the soldier to peek with a bit of an advantage.
I personally think it's retarded but hey.. Worked for them so far.
