The one in black just killed the guy on the ground, and is about to try to kill the emperor. He's horus, and he's another one of the emperor's bioengineered chillin. He turned about half of the 20 bioengineered bois against their creator, and is about to be struck down by the emperor, ending the galaxy-spanning war.
Before killing Horus, the Emperor hesitates; he does not want to kill his favoured son. Horus, having no such compunction regarding his creator, delivers a mortal blow. The emperor retaliates, killing Horus.
The emperor is dying and unconscious. The faction of the government that worships the emperor as a god refuses to let him die, and so they inter him in a device called the golden throne, meant to keep him alive until they can find a way to regenerate him.
10,000 years later, the emperor still sits upon the throne, and war is all there is.
