The picture depicts the Moirai, more commonly known as the Three Fates.

I've found the picture on a Greek Mythology wikia but I haven't been able to discover the original artist or source yet.

It is made in imitation to Alphonse Mucha (look him up and you will find much better stuff in the exact same style). No idea who the person who butchered his art is though

The artist's name is alivia-cauldwell, she once had a DeviantArt, but her page got taken down. some of her arts are still available in various places on google
