"Animated wallpapers" don't actually exist. It's something of an old meme from 4chan's glory days. Some moron asked for animated pixel art gifs with very large resolutions once, but instead of saying "high resolution gifs" he just said "animated wallpaper."
Ever since then people make fun of him by asking for "animated wallpapers" and then pretend that you actually can set a moving gif as your dekstop background. It's one of those chan memes that's endured for over a decade or so. You'll eventually get a string of replies of people claiming they've actually done it to their computers and even post links to fraudulent instructions on how to do it that either won't work or will destroy your computer and infect it with malware.
