Just found out you can use videos as wallpapers using Lively.
I just download the 4k video file through youtube-dl, add the video file to the Lively app, and with a little rainmeter, it's the perfect wallpaper.

How much memory does that consume though? I can't imagine it being a small amount

It's actually not a lot of memory, about as much as Chrome, but it's very CPU intensive. You can set it to pause when you run games or apps though. Probably not great for laptop batteries
