Essentially the idea is to make a common animal (like a house cat) genetically engineered to change color near radiation. Then if the concept of your cat changing color is integrated into world culture as a sign of danger, it wouldn't matter if radiation as a concept was forgotten, your cat changing color would dissuade you from a radioactive waste dump.
If you hear civil defense sirens or a fire alarm, those invoke fear/alert you to danger, but only because culturally that is what alarms are used for. Replace "fire alarm" with color-changing cat and "fire" with radioactive waste site.
Do I think that's a little strange and still depends on cultural perception? Yes. Would it work? Probably not. Is it cool? Yes.
