The source file quality is also very important. A high quality source can upscale just fine for most needs. If you're jumping from a solid 2K image to 4K, the majority of upscales will be just fine for a pape. Try to jump from a 720 to 4K and there will obviously be problems.
Not even slightly joking, IrfanView does a better job than waifu2x. Save your upscaled image in 600 or 800 dpi. Don't expect much if your source was a 72 dpi .jpg saved at 70% compression. If your source is saved at 90% compression and starts out with 300 dpi resolution, you can do things with that.
Saving your final resize/crop in lossless .png is always a good idea. If you can't do that, then use 95% compression on lossless .jpg.

Most basic attempt is to tell your OS to stretch it to fill your 4K screen. Then try some other options, even post it to the /hr/ thread I linked above and see what that guy can do with it using Gigapixel.
