Removing the name under each app would be a huge improvement, but you probably can't do that. Like the icon itself isn't enough to recognize the application.

Use lineon, unicorn, or cyberneon icon packs. They should have the aesthetic you want for hotline miami. Now just find a hotline miami phone wallpaper you like or use an outrun wallpaper. Any launcher will work but Lawnchair, Evie, and Nova are recommended by me in that order. Experiment with removing the names of the icons and changing the icon size. Should look good.
