>>7884098sure, if you have some kind of a working knowledge of a different 3D program like Blender, Vue, 3DS Max, etc. then it should be more than possible to produce content like OP's image in your program of choice
but for someone starting out in 3D art, Bryce actually isn't a bad choice for a program to begin with because it's very accessible and it relies a lot on presets, particularly for things like skies, trees/foliage, and lighting, that can either be used 'as is' or can be heavily tweaked/customized once you get more used to using the program
