His work size was actually quite modest compared to a lot of oil painters, and that Egyptian Queen is only 19.75" x 25.5"
Since he was illustrating book and magazine covers, no need or time to make huge artsy paintings. And often those paintings would then be cropped in even tighter for the final print.
That's one of the reasons he omitted detailed backgrounds a lot of the time - it left empty room for titles and side text, and an intricate background would just distract from the key focal characters on a magazine rack.
