just look at this image, the blocks are clearly not uniform because they stretched it.
if you take for example 600x400 and stretch it to 1920x1080, it's gonna look horrendous, because the aspect ratio is different and therefore you will have uneven pixels.
you also can't do anything else than whole or half numbers. for example 1024x576 is 16:9 aspect ratio but scaling it up to 1920x1080 will yield bad results. you can only scale it when it's 1.5x 2x 2.5x 3x etc etc.
