1: because the ex cons are more likely to vote for whomever freed them (because that's something else the left does, gives prisoners and ex-prisoners the vote)
2: so that these ex-cons can be used to instil fear in the populace due to dangerous people being 'out there, somewhere'

And as for the whole 'authoritarian not fascist' thing, that's just semantics or just another example of the classic leftist deflection tactic, i.e. the left using a different label from the one being used against them to obfuscate the fact that the left are indeed the thing (the label) they're being accused of, in this case the left absolutely have fascist tendencies, whether you or any other soppy brainwashed leftist wants to admit it; I mean the left even have a whole domestic terrorist group called antifa, who claim to be anti-fascist and yet who directly use violent fascist methodology against others who stand against both them and the left.
So no, communists might like to claim to be opposed to fascism, but the hard truth is they are more than willing to use fascist methods, and display fascist tendencies, towards opponents, and even towards their own fellow leftists, when the mood suits them, so the argument that they're opposed to such things is a complete and utter fallacy.
