Stuff scales worse when you try to go much beyond 2x, so VRAM is a heavy limitation. At the limit with consumer stuff a 3090/3090ti/4090 can do 1920x1088 natively which then 2x upscaled is right near 4k.
If you don't have that sort of vram you can break it down into quadrants and try to get each quadrant redrawn.
