A lot of Pixar/Disney movies seem to be like this.
Moana was water tech, Frozen was snow tech, Monsters Inc. fur tech, Coco was lighting tech (as in the ability to display millions of light points without tanking things too hard), you get the idea.
The new technology/techniques seem so integral to the theme and plot that it feels like the anchor point to the movie, with those developed well in advance to any story, and the story just fit around cool uses to use that tech. Rather than having an idea for a movie in mind, and coming up with tech to pull it off.
