I think 'solarized' when it is used around photography and so possible also wallpapers means a particular look or effect created by photos being exposed to radiation. It is basically desaturated
But the sense I think OP is talking about is one programmers or Linux users might be more familiar with, which is a 16-color color scheme that can be used in a console. It was invented and has 'light' and 'dark' versions. I think it was given the name 'solarized' because of the actual photographic effect above but I'm not sure.

I thought 'd also seen it on Amazon when shopping for crocs, but that was actually 'solar rainbow' not 'solarized rainbow'...
