Do not listen to a single suggestion given by anyone in this thread. They did not live through the 90s like I did. If they did they were children, they do not know the extent of what it had to offer. The best animated 90s anime of all time bar none is Plastic Little.
The story is a bit shallow and weak and there's pointless fanservice that serves no point and only detracts from the show but there is no competition animation wise. It is simply the best of the best of the best the 90s ever had to offer.
