You never know how much you need to click on task bars and stuff around your screen until you have to put down a pen and pick up your mouse every single time. It's not worth the trouble, in my experience. I suppose if there were software out there where you could partition your monitor off into a "virtual" monitor" of the same dimensions, then that would work. Then it's just a matter of whether you really want to deal with that kind of setup. Especially considering how much it could potentially limit your resolution and working area, if you get too small a tablet.
To me it makes more sense to try to get a cheaper tablet that's closer to spec with your monitor then to get a smaller one and have to deal with scaling issues. Or to get a cheapo digitized screen, like the ones I suggested.
