https://www.palemoon.org/ does this but don't expect to use that browser on all modern sites made by baby webdevs that only ensure the site works on chrome
you should be able to play flash in your primary browser using
https://ruffle.rs/#downloads however not all flashes will work correctly (especially if using ActionScript3, however support is pretty good and gets better with each version as it is still in development)
