I recently built a new rig (RX 7900 XTX), it's pretty tight but I'm getting these weird stutters (assuming that's the right word to describe it) somewhat regularly no matter what. I feel my woes might be related to me being on a basic ass 1080p TV, which is its own issue, but I'm still keeping it around for now.
Either way, if I go fullscreen and do not enable either a game's V-Sync or Radeon Enhanced Sync I will get quite the screen tearing, but nothing else. If I do enable some sync, I will get a bit of stutter, but with FRTC set to 60 it's overall pretty fine (doesn't feel quite as smooth as without sync but it's consistently pretty good).
However, FRTC doesn't seem to work outside of fullscreen and there's just a bunch of stuff I'll want/have to run in (borderless) windowed, which always gives me stutters. So I'm looking for a way to fix my shit somehow. Neither Radeon Chill nor RivaTuner have had a noticeable effect, but I might have done something wrong.
FWIW, I've done some testing around, kinda feels like there might be some correlation between the screen tearing and the stutters. I've only tried to measure this in Overwatch but I'm pretty sure it would be similar elsewhere. Also worth mentioning that whatever the game, measured framerate has always stayed at 60.
