The fan is to overlock it a little (maybe 4.6GHz). It's a much better choice than an i3 because it's cheaper and can be overclocked.
I could have recommended OP get a non-overclocable i5 like in the build he posted but that would have meant he would have had to settle for a weaker GPU (ie r7 250).
Point is R9 380 + 860K > non-k i5 + R7 250
OP's pal is not running gonna run a server or do 4k HEVC encoding on his desktop (I assume) so the 860k is good enough.
