What is a bluff depends on your circumstances. People do get lawyer letters in the USPS mail. Someone I know (he didn't use VPN then) got caught downloading various Comcast (Unversal studios) shows and his ISP was Comcast. So they had him dead to rights since obviously Comcast gives itself permission to cross verify your downloading of their own copyrighted TV and movie property. He had fees amounting to $30K. His lawyer said to pay it because the penalty for losing is that it then allows Comcast to request the much larger official copyright fine and will also put it on his record. So he settled out of court with comcast to avoid having a criminal record.
Remember that if your conviction is in the soft felony range (no jail time, just big fees), you are still a felon and lose the right to have many types of weapons including guns. No more bow and arrow or AR15 for you.
