- the binary is 56kb
- it has 11's rounded corners when you run it
- when you open a file, you get 11's file picker
None of this would be the case if 200MB+ of windows 9x were statically linked into notepad.exe. You can't just "ship the entire OS bro", this is why Docker, Flatpack, etc. are a thing.
