If you don't want to compromise your TOR setup with an extra addon for the browser, but can't access the site outside of TOR, you may want to find a way to route a download manager through TOR and/or your VPN, grab the link through TOR as normal, and then instead of left clicking just copy the DDL link into the DL manager. I haven't done this myself so I can't really help on the specifics though.
As for the more immediate problem of your installation being borked: I'm not too sure how to go about helping you. Did booting into Safe Mode help in any way? Tried looking in your Program Files (both the physical files and in your installed applications menu), that shared app settings menu under C:/User/<username>/AppData or whatnot, and seeing if you spot anything out of the ordinary there? It's possible it's able to mask itself well enough that MBAM isn't noticing it (and iirc MBAM only focuses on "cutting edge" shit not regular antimalware help, so not sure how effective they'd be in this situation). If you boot into Safe Mode and it's not affecting you there, you should be able to delete all the relevant virus shit (if that is indeed the issue) and get yourself "clean", based on my very dated experiences with similar stuff.
