Some normal pantyhose are slightly darker in the panty region like toes are often darker because they're reinforced to make them harder wearing and to help reduce visible panty line and to make them slightly less stretchy so they stay up better.
Control top pantyhose are almost always much darker/less see through or even opaque in the panty and midriff region. They're made of a different elasticated material not the simple sheet thin nylon of the rest of the hose so they can't be as see through.
In pic, the left is control top, the right is just normal with an elastic waist band to keep them up and the model is wearing black panties underneath too. The item at right has thicker material around the seam and waist to make it last longer too. It goes up past the bellybutton but it is not control top. Most of the right pair is the same material as the hose section so it needs the waistband to help it stay up.
OP pic is just normal pantyhose with the slightly darker top section, not control top.
