Reverse image search gave no results, so I started working on the PNG itself. I think it needs 3 improvements:
>removing JPEG artifacts
>running it through some kind of deblurring filter for drawn lines, I don't know what that would be
>cutting out the transparent areas with more precision
I ran it through a denoising neural network and it kinda worked, but I'm stuck now. I'm not good at image editing.
