Kinda seems like you're cherry picking. Do family guy and south park fit "today's US standards"?
"there is no good animation in anime" isn't the same as "anime has no/lower standards"
There is just a ton of very cheaply made anime. It seriously comes down to budget, and they don't have one. Seriously compare the per-episode budgets of some of these things. Western shows just put in more money.
But there have been well animated anime since forever, people like to use Akira as an example, since it came out in 1988.
